Am Tag der internationalen Mobilisierung gegen den Krieg, am 15. Februar wird in Baghdad eine Demonstration stattfinden. Sie geschieht vor dem Haupgebäude der UNO, um zu forden, dass der Sicherheitsrat die UNO-Charta respektiert und die UNO-Inspektoren nicht den Willen der USA zum Krieg in die Hände spielen. Bilder der Demonstration werden über Satellit ausgestrahlt und können in der ganzen Welt empfangen werden. Die Demonstration wird von der italienischen Organisation “Eine Brücke für...” organisiert, sowie von der usamerikanischen Organisation “Voices in the Wilderness”. An der Demonstration werden internationale Freiwilligengruppen aus Bagdad teilnehmen und eine italienische Delegation, zusammengestellt von “Un Ponte per...”.

Das peinliche Plagiat der britischen Regierung könnte einiges verraten, vor allem aber, dass sie es mit der Wahrheit nicht so ernst meint
Endlich wissen wir, wie Geheimdienstarbeit in den postmodernen Zeiten nach dem Kalten Krieg vonstatten geht. Die Regierung gibt ein Dossier in Auftrag, das bestimmte Belege enthalten soll, um ihre Politik - in diesem Fall einen Krieg gegen den Irak - zu rechtfertigen. Und bald haben die fleißigen Geheimdienstagenten oder auch andere Regierungsangehörige vor ihren Computern zeit-, kräfte- und ressourcensparend mit Cut and Paste aus dem Internet das entsprechende Dokument zusammengezimmert.
Letzte Woche wurde der Bericht Iraq - its infrastructure of concealment, deception and intimidation von Blair veröffentlicht. Seine Inhalte beziehe er, so heißt es, aus zahlreichen Quellen, darunter auch Geheimdienstinformationen. Genannt wurden diese, wie sich dies für ein solches Dokument gehört, nicht. Die Informanten und Quellen, das haben wir erst anlässlich der multimedialen Präsentation von Beweisen durch Außenminister Powell erfahren, würden dadurch gefährdet werden.
Ob nun Ibrahim al-Marashi, ein Student des Monterey Institute of International Studies, auch gefährdet ist, darf man bezweifeln. Gefragt wurde er, wie er sagte, von den britischen Internet-Maulwürfen nicht, die sich reichlich seines Artikels Iraq's Security and Intelligence Network: A Guide and Analysis, der im letzten September in Middle East Review of International Affairs online veröffentlicht wurde. Zum Vorbild wird die britische Regierung dadurch nebenbei auch nicht, was die Bekämpfung von Cyberkriminalität angeht, wenn sie so mit dem Copyright umgeht. Weil es so schnell und einfach geht, wurden auch Tippfehler übernommen und nicht korrigiert. Man hat also ein gutes Vertrauen in die Internet-Publikationen. Ausgeschlachtet wurden zudem noch zwei Artikel aus Jane's Intelligence Review.

Unter ihrem Schutz sollen die Inspektoren zu einer gross angelegten «Hausdurchsuchung» des gesamten Landes ansetzen.

Ein Gespräch mit dem Journalisten John R. MacArthur über die amerikanischen Medien, die Kriegsberichterstattung und den möglichen Irak-Krieg
"Bedeutet die wirtschaftliche und ideologische Monopolisierung der amerikanischen Mainstream-Medien nicht gleichzeitig einen Aufschwung für eine Zeitschrift wie die, die Sie herausgeben?
John R. MacArthur: Die Vorsicht und der Konservatismus der Mainstream-Medien hat - ja - dem "Harper's Magazine" wirtschaftlich gut getan. Übrigens ebenso der nichtamerikanischen englischsprachigen Presse, die über das Internet zu erhalten ist. "Harper's Magazine" war nie links, eher liberal und literarisch. Es wird inzwischen von Linken gelesen, die einfach nur etwas Intellektuelles und Oppositionelles lesen wollen. Wir sind, und das ist ja nicht schwer, klar gegen die Bush-Regierung, klar gegen die Kriegspolitik. Wir schreiben gegen den neuen Imperialismus, den die USA in Szene zu setzen versuchen, gegen den Unilateralismus und die Arroganz amerikanischer Macht, überhaupt gegen das propagandistische Wesen des politischen Diskurses. Wenn ich auf Veranstaltungen in den USA von Zuhörern gefragt werde, was man denn so lesen könnte, dann sage ich, die britischen Zeitungen "Guardian" und "Independent" sowie die französische "Le Monde".
Und wenn Sie "New York Times" und "Washington Post" vergleichen?
John R. MacArthur: Wenn man Nachrichten bekommen will, dann muss man sich heute als Amerikaner in Übersee auf die Suche begeben. "New York Times", "Washington Post", "Los Angeles Times" und amerikanisches Fernsehen liefern das nicht . Die "Washington Post" ist, das muss ich dazusagen, weitaus besser als die "New York Times", auf jeden Fall, was Stories über Interna der Bush-Regierung angeht. Das Editorial der "Washington Post" ist zwar verheerend, aber so manche Berichte können sich sehen lassen. "

Und bei der Uno-Tätigkeit von 1991 bis 1998 wurden zudem fast alle biologischen und chemischen Waffen, deren Wirkstoffe sowie die Produktionseinrichtungen zerstört. When Colin Powell goes to the United Nations today to make his case for war with Saddam, the U.N. plans to throw a blue cover over Picasso's antiwar masterpiece, "Guernica."
Too much of a mixed message, diplomats say. As final preparations for the secretary's presentation were being made last night, a U.N. spokesman explained, "Tomorrow it will be covered and we will put the Security Council flags in front of it."
Mr. Powell can't very well seduce the world into bombing Iraq surrounded on camera by shrieking and mutilated women, men, children, bulls and horses.
After leading the charge for months that there were ties between Iraq and Al Qaeda, Defense Secretary Donald Rumsfeld chastised the media yesterday for expecting dramatic, explicit evidence from Mr. Powell. "The fixation on a smoking gun is fascinating to me," he said impatiently, adding: "You all . . . have been watching `L.A. Law' or something too much."
The administration's argument for war has shifted in a dizzying Cubist cascade over the last months. Last summer, Bush officials warned that Saddam was close to building nuclear bombs. Now, with intelligence on aluminum tubes, once deemed proof of an Iraqi nuclear program, in dispute, the administration's emphasis has tacked back to germ and chemical weapons. With no proof that Saddam has given weapons to terrorists, another once-crucial part of the case for going to war, Mr. Rumsfeld and others now frame their casus belli prospectively: that we must get rid of Saddam because he will soon become the gulf's leading weapons supplier to terrorists.

Credit Suisse First Boston suspended Frank P. Quattrone, its star technology investment banker, yesterday after discovering e-mail messages that suggested he knew of regulatory investigations when he urged his co-workers to clean up their files.
According to people who have read the messages, Mr. Quattrone was informed on Dec. 3, 2000, of both a civil and grand jury investigation into the firm's practice of allocating shares of hot stock offerings to favored clients. America has entered one of its periods of historical madness, but this is the worst I can remember: worse than McCarthyism, worse than the Bay of Pigs and in the long term potentially more disastrous than the Vietnam War.
The reaction to 9/11 is beyond anything Osama bin Laden could have hoped for in his nastiest dreams. As in McCarthy times, the freedoms that have made America the envy of the world are being systematically eroded. The combination of compliant US media and vested corporate interests is once more ensuring that a debate that should be ringing out in every town square is confined to the loftier columns of the East Coast press.
How Bush and his junta succeeded in deflecting America’s anger from bin Laden to Saddam Hussein is one of the great public relations conjuring tricks of history. But they swung it. A recent poll tells us that one in two Americans now believe Saddam was responsible for the attack on the World Trade Centre. But the American public is not merely being misled. It is being browbeaten and kept in a state of ignorance and fear. The carefully orchestrated neurosis should carry Bush and his fellow conspirators nicely into the next election.
God also has pretty scary connections. In America, where all men are equal in His sight, if not in one another’s, the Bush family numbers one President, one ex-President, one ex-head of the CIA, the Governor of Florida and the ex-Governor of Texas.
Care for a few pointers? George W. Bush, 1978-84: senior executive, Arbusto Energy/Bush Exploration, an oil company; 1986-90: senior executive of the Harken oil company. The White House, wanting to keep the focus on Iraq, did not even bother to tell us that satellite images show North Korea apparently taking steps toward reprocessing plutonium. It was left to my Times colleague David (Scoop) Sanger to alert the public a few days ago.
Can you imagine if it were Iraq that had been spotted moving nuclear fuel around? The news that the Pentagon is reinforcing its preparedness on the Korean Peninsula suggests that it doesn't believe the White House lullabies either.

A few hours before the president told the American people that "we will not permit the triumph of violence in the affairs of men", General Carlos Ospina, head of the Colombian army, was shaking hands with his American counterpart. He had come to discuss the latest instalment of US military aid.
General Ospina has done well. Just four years ago he was a lieutenant-colonel in command of the army's fourth brigade
According to Human Rights Watch, the fourth brigade, under Ospina's command, worked alongside the death squads controlled by the paramilitary leader Carlos Castaño
"The attack on El Aro was one of dozens of atrocities which Human Rights Watch alleges were assisted by the fourth brigade. Villalba testified that the brigade would "legalise" the killings his squad carried out: the paramilitaries would hand the corpses of the civilians they had murdered to the soldiers, and in return the soldiers would give them grenades and munitions. The brigade would then dress the corpses in army uniforms and claim them as the bodies of rebels it had shot. "
At the beginning of last month, US special forces arrived in Colombia to help train General Ospina's troops. One of the two brigades they are assisting - the 5th - has also been named by Human Rights Watch for alleged involvement in paramilitary killings. It has been equipped with helicopters by the US army

We who live in the richest corner of the Earth, after a decade of the richest times? Only a thundering cascade of no, no, no. No tax relief for the poor — for that would be “class warfare.” No new money for public schools, for that would be “throwing good money after bad.” No rise in the minimum wage because that would be unfair to business. No national solution to the crisis of 50 million without health care because that would be “like going to the post office to see a doctor.”
Brazilians live precariously with the greatest of hopes. And we live with fabulous potential that is the legitimate envy of the globe, and we have, seemingly, no hope.

Colin Powell finally has the goods on the evil dictator.
He has spy satellite photos of trucks pulling up to buildings in the outlaw regime when inspectors aren't around, lots of bustling activity around those metal rods for the nukes threatening civilization.
Mr. Powell has all the evidence he needs to convince the U.N. Security Council on Wednesday that we are justified in making a pre-emptive strike on North Korea.
Only one hitch: President Bush doesn't want to attack North Korea; he wants to contain North Korea.
Mr. Bush shouldn't reach for strained rationales. We're going to war against Saddam because we can. (If we go after Kim Jong Il, he could destroy Seoul.) We're going to war because conservatives will be happy only when they have a John Wayne ending to Desert Storm and make U.S. foreign policy less about realpolitik and more about muscularity and morality. We're going to war because we're a nation with a short attention span; we want to strike back at some enemy, and it is too hard to find Osama. "It was no surprise that President Bush, lacking smoking-gun evidence of Iraq's weapons programs, used his State of the Union address to re-emphasize the moral case for an invasion: "The dictator who is assembling the world's most dangerous weapons has already used them on whole villages, leaving thousands of his own citizens dead, blind or disfigured."
The accusation that Iraq has used chemical weapons against its citizens is a familiar part of the debate. The piece of hard evidence most frequently brought up concerns the gassing of Iraqi Kurds at the town of Halabja in March 1988, near the end of the eight-year Iran-Iraq war. President Bush himself has cited Iraq's "gassing its own people," specifically at Halabja, as a reason to topple Saddam Hussein.
But the truth is, all we know for certain is that Kurds were bombarded with poison gas that day at Halabja. We cannot say with any certainty that Iraqi chemical weapons killed the Kurds. This is not the only distortion in the Halabja story.
I am in a position to know because, as the Central Intelligence Agency's senior political analyst on Iraq during the Iran-Iraq war, and as a professor at the Army War College from 1988 to 2000, I was privy to much of the classified material that flowed through Washington having to do with the Persian Gulf."
"And the story gets murkier: immediately after the battle the United States Defense Intelligence Agency investigated and produced a classified report, which it circulated within the intelligence community on a need-to-know basis. That study asserted that it was Iranian gas that killed the Kurds, not Iraqi gas. "

The Israeli writer Uri Avnery once delivered a
wickedly sharp open letter to Menachem Begin,
the Israeli prime minister who sent his army to
defeat in Lebanon. Enraged by Begin's constant
evocation of the Second World War – likening
Yasser Arafat in Beirut to Hitler in his Berlin
bunker in 1945 – Avnery entitled his letter: "Mr
Prime Minister, Hitler is Dead."
How often I have wanted to repeat his advice to
Bush and Blair. Obsessed with their own
demonisation of Saddam Hussein, both are now
reminding us of the price of appeasement. Bush
thinks that he is the Churchill of America,
refusing the appeasement of Saddam. Now the
US ambassador to the European Union, Rockwell
Schnabel, has compared Saddam to Hitler. "You
had Hitler in Europe and no one really did
anything about him," Schnabel lectured the
Europeans in Brussels a week ago: "We knew
he could be dangerous but nothing was done.
The same type of person [is in Baghdad] and it's
there that our concern lies." Mr Schnabel ended
this infantile parallel by adding unconvincingly

Ein 21-Jähriger hat 140 Hausmauern besprayt. Das Gericht hat ihn mit acht Monaten Gefängnis bedingt bestraft.
Es sei aus «Lust am Malen», «künstlerischem Trieb», «Aufklärungstrieb» und «angestauter Frustration» geschehen, erklärte der 21-jährige Dekorationsgestalterlehrling gestern vor dem Bezirksgericht Zürich. Zwischen November 2000 und Dezember 2001 muss er jede dritte Nacht zur Spraydose gegriffen haben. Die Anklageschrift listet 136 Fälle auf, in denen der junge Mann vor allem in den Kreisen 7 und 8 Mauern, Gartenzäune sowie Abfallkübel mit seiner Spraydose verziert hat. Er richtete dabei einen Schaden von 156 000 Franken an.
In einer dieser nächtlichen Aktionen erwischte ihn die Polizei. Die Ermittlungen waren aufwändig, weil nur wenige Geschädigte Anzeige erstattet hatten. Geholfen haben Fotos und Skizzen seines Markenzeichens, welche die Polizei bei einer Hausdurchsuchung beschlagnahmte und auf Grund deren sie sich in der Stadt auf Spurensuche machte.
Der zuständige Bezirksanwalt wollte den Sprayer mit zwölf Monaten Gefängnis bedingt bestrafen. Seine Verteidigerin bestritt nicht, dass ihr Mandant schuldig sei, argumentierte aber, der Schaden sei zu hoch beziffert. Das sahen die Richter anders und verurteilten den Sprayer zu acht Monaten Gefängnis bedingt. (ue)

I've been asked to speak about "How to confront Empire?" It's a huge
question, and I have no easy answers. When we speak of confronting
"Empire," we need to identify what "Empire" means. Does it mean the
U.S. Government (and its European satellites), the World Bank, the
International Monetary Fund, the World Trade Organization, and multinational
corporations? Or is it something more than that? In many countries,
Empire has sprouted other subsidiary heads, some dangerous byproducts -
nationalism, religious bigotry, fascism and, of course terrorism. All
these march arm in arm with the project of corporate globalization. Let me
illustrate what I mean. India - the world's biggest democracy - is
currently at the forefront of the corporate globalization project. Its
"market" of one billion people is being prized open by the WTO.
Corporatization and Privatization are being welcomed by the Government
and the Indian elite.
Another world is not only possible, she is on her way. On a quiet day, I can hear her breathing.

telephone conference calls to coordinate foreign policy messages
among U.S. government agencies and representatives of British Prime
Minister Tony Blair. This is supplemented by a 'Global Messenger'
e-mail of talking points sent almost daily to administration
officials, U.S. embassies, Congress and others." The Bush
administration's effort to overcome its arrogant image suffered a
blow recently when Europeans responded negatively to Defense
Secretary Donald Rumsfeld's dismissal of French and German
opposition to U.S. war talk as an example of "old Europe" out of
touch with the world.

Das Wef2003 ist zuende. Die Polizei hat gewonnen und die "anti-wef Bewegung" hat ein PR-Problem.
Zusammenfassung:
um 10 Uhr errichten die ersten 2 Züge mit ca 1000 Leuten Landquart. In Fidris gingen zu dem Zeitpunkt ca. 300 Leute durch die Polizeischleuse.
um 11 Uhr erreicht der Zug des Oltener Bündnisses sowie Busse der Gewerkschaften und JUSO Fidris. Die Leute weigerten sich aus dem Zug auszusteigen und durch die Schleuse zu gehen. Alle Zug und Strassen Verbindungen im Graubünden sind blockiert.
um 11:30 sitzen ca. 4000 Demonstranten im Bahnhof Landquart fest der vollständig von der Polizei eingekesselt ist.
um 12 Uhr kommt es in Fidris zu ersten Ausschreitungen als mehrere hundert Leute von den Bussen zu den Zägen gelangen wollen. Um diese Uhrzeit sind ca. 1000 Leute in Fidris und 5000 in Landquart.
um 13 Uhr erreicht das Oltener Bündniss in Fidris einen Kompromiss. Die Leute müssen nicht durch die Schleuse, dafür gehen 3 Flughafen Polizisten durch den Wagen und machen stichprobenmässige Gepäckkontrollen. Diese Abmachung sollte auch für die nachfolgenden Züge gelten

DJS schickt eigene, unabhängige Beobachterdelegation

Richtigstellung zur Bündner Pressemitteilung vom 23.1.2003
Die DJS legen grossen Wert darauf richtigzustellen, dass ihre Beobachterdelegation anlässlich der Demonstration gegen das WEF eine eigenständige Delegation ist. Die DJS-Delegation ist ganz klar nicht Teil der von den Bündner Behörden zusammengestellten „neutralen“ Beobachtergruppe. Die DJS-Delegation wird sich von niemandem irgendwelche Pflichten auferlegen lassen.
Die von den Bündner Behörden veröffentlichte „zugesagte Teilnahme der DJS Delegation“ geschah ohne Rücksprache mit den DJS, was die DJS sehr befremdet. Richtig ist, dass die DJS mit ihrem Schreiben vom 17. Januar dem Regierungsrat ihre eigenständige Delegation angemeldet und die ungehinderte Zulassung gefordert hat.
Der Entscheid der DJS, mit einer eigenen Delegation vor Ort präsent zu sein hat in erster Linie seinen Grund in der Besorgnis um die Einhaltung der durch die Bundesverfassung garantierten Grundrechte auf Bewegungs- und Versammlungsfreiheit. Die DJS, die bereits die Einführung des Artikels 8a der Bündner Polizeiverordnung (Aufenthaltsverbote) kritisiert hat, wird sich deshalb insbesondere auf die polizeiliche Kontrollpraxis, allfällige Aufenthalts- und Weiterreiseverbote, die Frage der Datensammlung sowie Beschlagnahmung von Gegenständen konzentrieren.
Die DJS wird die von ihr gemachten Feststellungen dokumentieren, nicht zuletzt vor dem Hintergrund, dass bei künftigen Kundgebungen ähnliche Kontrollszenarien eingesetzt werden könnten, was für die DJS ein schwerwiegender Eingriff in die Grundrechte bedeuten würde.
Eine weitere Gruppe von DJS-Mitglieder leistet zudem Pikett-Dienste, um bei allfälligen Einreisesperren / Einreiseverboten an den Grenzen rechtliche Hilfe anzubieten.

Das vom dubiosen ehemaligen Admiral John Poindexter geleitete Total Information Awareness Projekt ( TIA), das eine möglichst weitgehende weltweite Überwachung und Durchsuchung von Kommunikation und Datenbanken aller Art ermöglichen soll ( Totale Überwachung), ist gestern vom Senat ohne Diskussion und einstimmig während der Verabschiedung eines Haushaltsgesetzes eingeschränkt worden. Auch ansonsten wird man nicht müde, stets auf die Taktik des Regimes hinzuweisen, das ein raffiniertes Spiel des Hinauszögerns, Versteckens, Vertuschens, Lügens und Täuschens inszeniere. An informed source in Washington said: "Blair is a good guy. They won't want to do that to him. They want it to look like he played a part in the policy-making but the decision has been made."
Mr Bush will lay out the broad case for toppling President Saddam next Tuesday but White House officials insist the speech, a year after the president coined the phrase, "axis of evil", will stop short of being a declaration of war. That will await a more detailed presentation of intelligence evidence in the next few weeks, after Mr Blair visits Camp David.

The report spelled out the US dependence on a stable energy market and the need for a foreign policy that would protect America's energy supply. "In a global energy marketplace, US energy and economic security are directly linked not only to our domestic and international energy supplies, but to those of our trading partners as well," it said. "A significant disruption in world oil supplies could adversely affect our economy and/or ability to promote foreign and economic policy objectives, regardless of the level of US dependence on oil imports." "
"Fadel Gheit, a former Mobil chemical engineer and now an investment specialist with New York brokerage firm Fahnestock & Co, told 50 of the largest pension funds and financial investors in America before Christmas that the expected war was "all about oil" and that the global fight against terrorism was just "camouflage" to mask the real purpose.
